At the outset, I apologize if I am asking this question in the wrong
place.

Other than disabling active scripting and certain Active X controls,
is there any way to stop pop-up windows from appearing in Internet
Explorer 6.0 without resorting to third party solutions such as Norton
Internet Security or the Google Toolbar? I don't think it can be done
solely from the security tab of Options, but would love to be proven
wrong.

Incidentally, how DOES programs such as the Google Toolbar enable
certain pop up windows for certain sites, while disabling pop up
windows in other sites, even though all of these sites are in the same
Internet Security Zone?

TIA.

Currently, Internet Explorer does not include a module which blocks popups.
To do this at this time, you must use a third-party tool.

Be happy when XP SP2 is issued in a few months, however: it will contain a
popup blocker module for Internet Explorer.

Having said that, why would you not want to use a necessary part of your XP
installation, such as a high-grade firewall? Especially if your Internet
connection is broadband? That Norton Internet Security includes popup
blocking is icing on the cake of a great firewall.

For those who don't want to use it, all you have to do is click on the mouse
a few times, and Norton's popup blocker is gone for all intents and
purposes.

Thanks for your response. Looking forward to SP2. :)

I use the Windows XP Internet Connection Firewall for my broadband
connection. If XP didn't have this function, a third party firewall
would be as necessary as an anti-virus program.

I have never had a problem of any kind using ICF. I have had
problems, from time to time, using third party firewalls (more in the
past than recently, to be sure). To be sure, the third party
firewalls, unlike ICF, also block scumbag programs already on your
computer (e.g. trojan horses, worms) from accessing the Internet
without your consent, but for me the better solution is not to have
these types of scumbag programs on your machine in the first place
(that's what a good anti-virus program does, among other things).

Pop Up blockers are a dime a dozen, and I have used a few myself. I
know how to turn off certain pop offs from within IE itself. It is a
problem only when a website uses active scripting both for pop ads
(bad) and also some of its own features (good).
