I would like to have a single-user PC that does not allow multiple logins as
different users. Is there a way to do that?

There are still Administrator settings, All User settings, and Default User
settings. What I really want is just 1 group of settings.

If you don't create other users they can't logon.

This is not possible with Windows XP because it is the architecture of
Windows NT/2000/XP and cannot be changed.
The "Default user" is no user but a template that is used for new user
profiles. Think of the Administrator as a backup user for if you can
no longer use your current user profile.
