Elevate local computer privileges for one file only

We have timesheets that run in Excel 2000. It uses macros and VB.
Users can't run the program without being an administrator on the local
computer. Which is a really bad idea. How can I elevate the privileges for
everyone to just this one file (that uses Excel 2000) and not having to give
them
administrator privileges?

This sounds more like an issue with the NTFS file or the
share level permissions on the xls file than anything else.
You have not said on what operating system the files resides
and how the users access it, but perhaps these will help as
they give information that is similar to what is needed in
the current MS operating systems.
