not all but 95% of data cds lock the drive and will not
eject after viewing except during shutdown or reboot. I
use cds for company backup files and this causes a real
problem when searching different cds for a data file.

Any data CD formatted for packet writing will lock the drive so it cannot be
opened manually. However, if you right click the drive in Explorer or if
your packet writing software places an icon in the notification area of the
taskbar and right click that icon, an eject option is available.

Packet Writing is the software that allows you to drag and drop or save
directly to CD and both Easy CD Creator and Nero have such software that
usually installs as a part of the default installation of the product so you
may not be aware it is even installed. Nonetheless, any such CDs will lock
the drive as described and that is by design but as stated they can by
opened as described above.

You have either a faulty CD drive, a corrupt CD disk or the packet writing
software you use locks the drive.
If you use packet writing software you should never use the drive button to
eject a packet formatted disk. Use the software eject option that sits in
the systray. Packet writing software like Drag to Disk, Direct CD or InCD,
stores data in a virtual cache and then writes this data to the Table of
Contents on the CD just prior to it being ejected. Some software actually
locks the drive so you can't push the eject button to open the tray. You
need to do a software eject so that the application can finish writing.
Failure of the data from the vcache to be written to the disk often results
in a disk becoming unreadable.
