First you should back up your user profile.
Then you can try:
1) Try to repair the OS (it's free)
2) If #1 fails you can either contact Microsoft support or look for a
3rd-party tool. I'm not really supposed to recommend any 3rd party stuff,
but if you search in the Windows file system or security newsgroups you'll
find other people's recommendations.
You're actually luckier than most - you still have the key material on your
drive so your data is recoverable.
