Editing Tabs- Design, Split etc

Is there a way to turn these off and on somewhere? I have looked everywhere
and can't find anything but I have friend whose tabs have disappeared.

Oh how I wish there were such a place to turn them on and off...I would turn
mine back on again. This seems to be a bug in FP2003. Several people have
been commenting on it and suggesting various ways to "fix" it, but the fixes
don't seem to be consistent. I have tried uninstalling and reinstalling, but
that doesn't work either. The editing tabs disappear after a new page has
been saved and closed. Don't know the answer. Try getting your money back,
that's what I'm going to try.
 
If you/they have run all repairs from below list:

In Windows Explorer find and delete the file cmdui.prf
(stores your menu bar customizations and will be recreated to the default when you open FP)

In FP set Tools Options General to enable the Status bar
- it should move the views bar up above the status bar
The FP 2003 View tabs at the bottom of the page can be accidentally hidden
- there is a window slider then can be dragged too far to the left - drag it to the right
Finally it is possible you have reset your screen resolution to a level too low for the view bars to be visible or drug your window
too low (so the bottom of the FP app window is not visible)
- try a Restore Down and Maximize (top right FP Window control next to the red X for close)
- try changing your screen resolution to at least 1024x768 and dragging the FP app window to the top left of your screen if it is
not maximized
- turn off any other menu bars you may have running at the top / bottom of the screen

Usual FP repairs to run in the sequence below:
1) In Windows Explorer Find and delete all FP Temp Files
Usually in C:\WINDOWS\Temp and %USERPROFILE%\Local Settings\Temp
- in FP 2003 you need to look in the super hidden folder
%USERPROFILE%\Local Settings\Temporary Internet Files\FrontPageTempDir
Also delete all IE temp files in %USERPROFILE%\Local Settings\Temporary Internet Files\
2) In Windows Explorer Find and delete all hidden *.web files
Usually in %USERPROFILE%\Application Data\Microsoft\Web Server Extensions\Cache
3) Run a Repair on IE
(see http://support.microsoft.com/default.aspx?scid=318378 )
4) Install all Service Packs for your OS, IE, MS Office and your Video card
(Windows Update and Office Update sites, plus your video card supplier site)
5) Open FP and Disable or Uninstall any FP Addins,
6) Open your FP Web/Site and run a Tools Recalculate Hyperlinks

It's not that the design/split tabs are off the screen, it's that they are
gone. The folders/navigation/reports tabs are all still there, but the
design etc tabs disappear after a file has been saved, closed, and then
reopened. I tested it again just now by creating a new web. The buttons were
there, but disappeared after I saved it, closed it, then reopened it. I ran
the repairs, but that didn't work. I do not have any add-ins as I just
purchased this FP within the week. I cleaned out the temp files, that didn't
have any affect. I haven't customized or changed anything in the menu bar
customizations. I am at a loss.

Please try the steps given below to resolve your issue:

1. Open frontpage and click on tools.

2. click on options and click configure editors.

3. select htm,html,dhtml,dwt,hta under extension box.

4. On the right side under editors check whether Frontpage (open as html)
default
is selected

5. If frontpage (open as text) is selected ,change it to Open as HTML.

6. click ok.
