Editing startup program list

There are programs that I want to keep from automatically starting when the system starts. i understand there is a file I can edit to accomplish that. In windows xp knowledge base I found the following information.

'is located in the Software Environment category in System Information. It displays information about programs that start automatically on your system, even if they are hidden
You can manage program groups by using Taskbar and Start Menu in Control Panel

problem is i can't find how to get to 'software environment category. ' Where is the file that can be edited
 
You can use msconfig to keep programs from starting and running if you don't
want them to. Start>Run and type MSCONFIG then hit Enter. Check out
www.blackviper.com and click on the XP Services link. I think you will find
it very useful. You can trim down the gigantic list of services that
Windows thinks it has to have running to a manageable number. It's a better
option than msconfig. Check it out.

Where is the file that can be edited?
 
You could use the 'Startup Control Panel' tool from Mike Lin.
It's free, and works like a charm.
