You can add text and edit images with the free software from here:

Once loaded, go to Help, Index and search Add text to get the directions.
You cannot draw an arrow with this software but your could use something
like:
------> using your keyboard.
You can also edit with Paint. Part of XP. Right click on the photo and click
on Edit on the opening menu. The photo will open in Paint. Click on Help and
search for Text and then search for line and follow the directions. A bit
difficult to use but it can be done.
A word of caution. Once these changes are done, you cannot remove them. So,
make a copy of your photo and make the changes on the copy. Right click on
the photo and click on copy. Then click on Edit on your top bar and click on
Paste. This will add a new file to your folder with the word "Copy of" in
front of your original file name. Then you work on this file, not on your
original file.
If you want fancier photo editing software, Microsoft Digital Image 9 is
very good to start with. The manual is not that great but the Help files and
on screen directions are great. About $69.00 after the usual rebate at
Costco, CompUSA etc.
