Is there a free program that allows me to correct grainy, blury, and bad
quality photos which loose quality when enlarged just a little bit? Or is
there an equivalent that helps me correct low resolution, grainy, blury, bad
quality photos.
 
Unless you are an expert with a great quality app you will struggle to
acomplish what you want. Grainy and Blurry will be nigh on impossible to get
rid of, a bad quality pic if it's creased or stained is quite easy to do
with the likes of cloning in most editing apps, but it will still not help
with enlarging.The only real alternative is to take better quality higher
resolution pictures.
 
Have a look on the photography magazine websites. I think some of them do
freebe downloads.
 
No free software to do this.
Grainy, blurry, bad quality, out of focus cannot be corrected.
However, if you want to print (not more than 6 x 4) you may be surprised at
the quality of the print from commercial outfits like Costco, Wal-Mart,
Walgreen, Ritz camera etc.
If, by bad quality you mean grainy or pixilated on your screen, the above
will do a "decent" job. Just copy the files on a CD-R and take it there for
printing.
But nothing can be done for an out of focus picture or blurry picture as
when a person moves and the shutter speed of the camera was set too low to
capture movement.
 
A bad photo is a bad photo. Minor aberrations can be corrected for. Major
problems call for a new photographer!

Also depends on the type of issue with the picture. If you can post the
photo for our inspection somebody might have an idea after looking at it.
