Editing only a part in a scene

Hello there, dont no if you lot can help...

I have only just started using windows movie maker and think it is great.

All i really want to no is if there is a way of editing one bit in a scene,
e.g. if there was writing on a bit of the movie that i didnt want people to
see can i blur it or make a black strip just over the writing?

If windows movie maker cant do it, what software would i need to use to do it?

Would be much appricated if you can help me out.

may be to cut out the portion that contains
the unwanted text.
