The URL is the path and filename for the page. You change this in
Folder View, by renaming the page and/or dragging it to another
folder.
The page TITLE is changed in Code View, or as Rob remarked, in page
properties.
The page name that is displayed in Banners and LinkBars is changed in
Navigation View, by clicking the existing displayed name (or
right-click and choose Rename), and changing it. This does not affect
the URL for the page.
In general, Navigation View is worthless when using popup or pulldown
menus - it is designed to work in conjunction with FrontPage LinkBars
and Banners, though there are third party software packages that can
use the FrontPage navigation to create menus.

Thank you for answering. When working with pull down menus or popup
menus you layout the navigation page. You get to the navigation page
in 2003 by clicking on view and selecting navigation. Changing URL's
of the pages which links to other pages is where I want to change
URL's

Do you mean Design View? Maybe we are on different versions of
FrontPage. (I have 2003).
To change the URL for a hyperlink (is that what you mean?) just
right-click it and choose 'hyperlink properties.'

It seems to me that they only way to edit the URL's in the
navigation view is to delete the object and start over with that
object. Is that true or false? If it is false how do I change a URL
in the navigation view? I have been known to misspell pages and/or
capitalize when I shouldn't
