Editing MPEG files

What freeware do people recommend for editing MPEG files? There are
parts of the video that I want to snip out but don't know what software
to use.

Just bear in mind that the ability to output in MPEG-2 is time
limited. Earlier versions don't have that limitation.

Frankly, the feature is so vital that I consider TMPGenc to be
crippleware. Sure, you can still output in MPEG-1, but the quality is
so poor that it's hardly worth it.

Are you using Win XP?
Try the Microsoft MovieMaker.
