Editing from numerous DVDs to one DVD

I have multiple DVDs of video from which I'd like to take out segments and
create 1 "highlight" video. Can Movie Maker help with this? Do I first need
to copy the DVDs to my hard drive so I can work with them?

My system has XP Professional SP2.
