I would like to break down a short movie into individual frames and edit them with a photo editing program such as PSP. Is this possible? Is there an easier way to edit the pictures

Thanks

Movie Maker 2 doesn't have a feature to easily save each frame as a still
picture... Use something like TMPGEnc to save each as a .bmp file. There's a
link to the utility on the Setup > Software page of www.papajohn.org

Are you referring to the technique commonly called rotoscoping, where you
paint directly onto each frame of a movie? (e.g. the lightsabre effect in
Star Wars can be acieved on home equipment using this technique). If so MM2
can't help you here.

High end packages can - Adobe Premiere and Photoshop share a filetype (.flm)
that allows you to export from DV / rotoscope / import back to DV. If you
have access to these then it makes the process a breeze.
