Editing a policy

Here is what I am trying to do. I would like to use the
Power User settings in Windows 2000 pro. But I need to
take away certain things such as being able to change
wallpaper, screensavers, not allow them to install most
all if not all programs. BUT..I don't want that to apply
to the admin account. I have been playing around in the
gpedit screen but I can't tell really what it is going to
effect as it seems that if I would make a change it would
be for the machine as a whole not just the power user
account. Any help would be awesome, and if you need more
info let me know.
 
I can do that, but the problem is that it only allows me
to do the basic setup, like what group to assign it to.

I need to be able to setup things that only effect ONE
group not the whole freaking computer. I ran a test and
did the disable wallpaper, I was logged in as NEW USER
then went out, went to the admin account..and sure enough,
it also disabled my ability to change wallpaper. NO..NOT
what I want.
Please help..I have been on this for 4 days.
 
Use filtering. In order for a GPO to apply the group (or user/computer) must
have both Read and Apply rights.
