Edit video image

All,
I am working with windows movie maker (i don't see version on "properties)
using a windows Vista OS to create .wmv video/audio files to post on myspace.
i would like to "fuzz" out people's faces whom might not like to be on the
internet. actually, one person says this during the video we shot on a
vacation rafting trip with four strangers, so i must figure out how to do
this.
We've all seen the TV series, "COPS." they "fuzz" out people's faces. how
can i do this using MSWMM?

I didn't explain the video was taken on a sony handy cam which generates .VOB
files. I uploaded directly from camera into Sony software which generated
..mpeg2 files. I then used MSWMM to combine several videos and a few songs
ontop of the audio (from the Sony Handy Cam) generating .wmv files that i
published. I published these movies but need to remove or blur/"fuzz" the
faces of strangers on the videos. I still have the raw video in .VOB format;
the uploaded .mpeg2 format; and the published .wmv file format from MSWMM.
I'd rather edit the published movies so i don't have to publish them again
b/c that takes the computer i'm using much time.
