Edit the View Menu

Hello all,
I am attempting to lock down a particular folder so it is the only place users can roam. My problem is by clicking on the View pull-down menu and selecting Explorer Bar, then folders the entire C: dirve is available. Does any one know of a way to edit these menus or better yet remove the Explorer Bar tab under the View menu

Unfortunatley there is no way that you Disable or Remove the View menu
within Windows, this is one of those feature's you just can't do. I would
suggest that if you want only certain users to be able to view certain
folders, then apply some permission, against the folders, which can prevent
the users viewing other folders.

I have already done that, the problem is by clicking on the folders under view my users are able to see all drives and folders. Changing the permissions on everything is not possible without disabling needed services. We have tried blocking all access to the C:\ drive but then none of our programs will run. Anyway thanks for your help if you think of anything further please post it.
