edit properties for link bar to display hyperlinhks

i ahve a message on my index.html in the navagation structure " edit the
propreties for this link bar to display hyperlinks here". How do i do this?
 
Thanks for the reply Anne, do i select link propreties if so what do i check
for levels, parent - child - home - or what?
 
....then add/move your pages around in Navigation
