Edit PDFs? Convert PDF <--> Word?

I'm asking for a friend.

He has Win 98. He wonders if there is a freeware (or very inexpensive)
program with which he could edit PDFs.

Also, he wants to be able to both convert Word 2000 files into PDFs, and
vice-versa. For this, would PDF995 Suite do what he wants?

Word -> PDF is not that big of a problem. PDF995, Tomahawk PDF, and loads
of alternatives exist for that.

PDF -> Word in a decent way is almost impossible, certainly with freeware.
The closest thing you're gonna get is PDF -> HTML with PDFToHTML:

Next, you can open the HTML in Word. Don't expect perfect results.

Really, PDFs aren't meant to be edited extensively. With Acrobat you can
edit a bit of text and it will reformat it for you. If you're thinking of
extensive edits, you must go to your source files, edit those, and convert
back to PDF. There are many freeware PDF creators in the form of virtual PDF
printers; eg: Cutewriter.

Versions of Acrobat 6 and 7 at least allow you to save the text in the
document from the File Menu. You can at least edit that.

I even downloaded CutePDF for myself! Works great!
