If I'm not mistaken, we use to be able to add topics to the Windows 98 help
file, like tweaks, notes, etc. Is this possible with XP? Or is there some
way of modifying it to do so?

1. Open Windows XP's Help and Support Center.
2. From the Toolbar, click on the Options icon.
3. Next, click on "Install and share Windows Help"

When I click on the options icon, I do not have an option for "install and
share windows help"

I guess the feature is only available with Windows XP Professional
and not Windows XP Home Edition...if that's what you're running.
