ECS P4S5A MB won't boot

I need some help. My computer won't boot. When I turn on the PC, the
CPU fan runs for a second and stops and nothing runs. I've tested the
Power Supply and the PS works. I have unplugged all devices, retry,
but the system still won't boot. The only things I didn't pull out are
the RAM chips. I am not sure if the problem is the power switch, the
CPU, or the motherboad. I am very close to go buy a new mb.

Help is greatly appreciated.

That indicates that the power supply
is shutting down for some reason.
I've tested the Power Supply and the PS works.

It isnt easy to test that it will deliver the power level
the motherboard etc needs tho without substitution.

They wont usually produce that particular symptom.

Unlikely with that particular symptom.

Possible if the fan is all clogged up with fur, but it usually
takes longer than that to shut down due to overheating.
or the motherboad. I am very close to go buy a new mb.

Quite possibly the problem. Unfortunately thats the most
expensive possibility to test. See if there are any faulty
caps. These are the usually blue or black plastic covered
post like things sticking up vertically from the motherboard.
If any of them arent flat on top, have bulged or are leaking,
likely the problem is the motherboard.
