Does MS have a "threat list" of the specific
spyware,adware keyloggers etc. its signatures are intended
to detect? Specifically does it detect eblaster 4.0/5.0?

There's been considerable discussion about this--see this reference:

The way I read this at the moment is that both keeping the criteria for
listing "loose" and not publishing a hard and fast list, enables them to
avoid some entanglements and cover more stuff.
