Earthlink "Total Access" and Popup Blocker -- msi problem

I was leery of my cousin installing Earthlink's software,
but he did it anyway. My worst prophecies came true,
based on earlier experiences.

The popup blocker did not work to his satisfaction, and he
didn't need Total Access anyway, since he uses another
broadband internet service, still accessing his old
Earthlink e-mail account.

We tried uninstalling it, but literally nothing happens
from "Control Panel"-> "Add/Remove Programs" for that
item. Finally, we used Cleansweep (2004) to remove the
software.

Unfortunately, upon reboot and opening one of the
following -- Win Explorer, Internet Explorer, and even
Control Panel -- an msi install progress-bar window pops
up and attempts to re-install "Earthlink Popup Blocker",
then fails, asks the user for the location of the program,
and requires several "Cancel" button executions to get the
selected program to come up running normally.

We then attempted a Windows 2000 repair from the install
disk, followed by a re-install of SP4. Essentially, the
same behavior was observed, except now Windows Explorer
and the desktop are unstable, lock up on execution, and
require Ctrl-Alt-Delete and "Task Manager" to shut off the
offending "not responding" program.

Any suggestions as to how to fix this before we simply
reinstall Windows 2000 from scratch and the inventory of
programs that were originally installed on the machine?

Please help.

Get a copy of "msizap.exe" from the MSI SDK and you can rip out all the MSI
repository information that has to do with that application - essentially
you are able to make Windows Installer forget that it was ever on the
machine.
