How can I send an e-mail to a distribution list without the indivduals being able to see all of the other members on the e-mail. I have 30 people on a list I want to send an e-mail but don't want everyone to have the addresses of the other people

Use the BCC field. Check with your admin or ISP first if it allows you to
send to 30 people at once. Most of the time they have limited this to
prevent spam.

I tried this with a distribution group but the TO field was blank. Is it
possible in Outlook to use BCC where each individual user sees their name in
the TO field or is a custom program necessary?

Not sure why it matters whether the To field is empty, but what I do is add
my own address to the To field and the others in the BCC field.

Yep, but if you want their address in the To field you'll need to use Mail
Merge from within Word. It will take a bit longer but you can personalize
each mail as well.
