If you send a pice of e-mail with delivery receipt request as well as Read
request and do not receive a response back for either would you right in
assuming that the receiver / addressee has blocked you from receiving e-mails
from you - thanks

Not necessarily at all - it may be that the recipient has just set Oulook
not to send receipts. There's nothing you can do about that!
 
If I remember correctly it's against RFC to block a delivery receipt and it
is down to the mail server rather than the client that controls Delivery
receipt's.
 
Delivery receipts are handled by the mail server that may or may not support responding to them.

Read receipts are returned by the client who has total control over whether or not they are returned.
