E-mail template loads images in recipient's client w/o permission!

In Outlook 2007, I created a custom email user template with some jpg images
inserted. It works perfectly, but on the receiving end, the paper xlip and
the list of attached images appear at the header. Yet the images are
viewable without the download. Is there some way to eliminate the attachment
list from appearing on the header? Or, in the alternative, leave the images
out (with the red X in the positions) until they are opened by the recipient,
as is the usual case?

The templare is a follow-up letter for my online PC repair business and I'm
not sure I want to use it in its current state. It looks ominous to the
recipient.

Started a thread on this a few days ago but lost it.
 
they will be shown as attachments until outlook renders them in the message.
This can't be changed. Blocked downloads applies only to images linked via
a URL (<img > tag).
