When I forward an e-mail with pictures in it, the pictures don't go
through. Why??

No idea.

We have no clue what email client you use, what email server you use, what
you mean by 'pictures don't go through', what type of picture files you are
attempting to send (file type, file size, etc) and how you know they are not
going through...

And your ISP or the receiver's ISP may have a limit on the size of an
individual e-mail.

This can be caused by your Anti Virus scanning your outgoing email. Disable the email integration(email scanning )
and test.

your computer does not knowhow to find the original pictures.
save the pictures to your computer and then create a NEW mail and insert the pictures.

Are you configured to send pictures with email? When creating an email (new
message) click on format and put an x on 'send pictures with email'. This
is for Outlook Express.
