E-mail do not download

With Vista Ultimate 32 bit, ADSL 2048/512, 25GB storage at server, and
allowing my Windows Mail server 5 minutes time to complete the download
before timeout, I email myself and have the following results:
1-With only the words “Test mailâ€, both the send and receive are
instantaneous.
2-Emailing the Google homepage takes about 1 second and receiving takes 2
minutes. With Windows XP Pro, this was instantaneous.
3-Emailing the Google News homepage takes 6 seconds and never ever completes
the download, even after allowing continuing the wait. The error will read:
Account pop.prtc.net, Server: pop.prtc.net, Protocol: POP 3 port 110, Secure
(SSL) No, Error Number: 0V800 CCC 19.

This is usually caused by an anti-spam program or an anti-virus set to scan
email.

Turn off email scanning in your anti-virus. It provides no added
protection. After doing so it may be necessary to reset the server names in
OE.

Email scanning slows down Sending and Receiving, sometimes enough that OE
times out. Since some of the received messages have large (often virus)
attachments, which exasperates the problem.
Some Comcast users have found it necessary to totally uninstall Norton and
switch to the free AVG with mail scanning off. Norton invented email
scanning and here's what they say:

"Disabling Email Scanning does not leave you unprotected against viruses
that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions."

So Symantec used to say this often and clearly. The newer stuff doesn't
have the statement included as it was considered an embarrassment. If you
know anyone who programs for Norton try to get them to talk about it.
 
Hi Frank;
Thanks for your interest. Both, Microsoft Support and my ADSL server in
Puerto Rico, recognize the incompatibility problem with Vista Windows Mail. I
tried Office 2003 Outlook and it is the same. Will have to wait for a future
Microsoft Update with the fix. In the mean time I am downloading my e-mail
directly from the server.

See if this fixes it:

1. Go to the Vista start menu and type cmd
2. The search results will display a program titled cmd
3. Right-click on the link and select "Run as administrator"
4. type "netsh interface tcp set global autotuning=disabled" without
the quotatioin marks
5. Test your POP account and see if you can now download your mail.
6. If nothing changes, reenable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"

Hi Steve:
It worked. Perfect. I sent myself many times an 8MB picture and it opened
instantaneously. As a test I disabled the command and it never download.
Again I enabled, and worked to perfection. It's 1:30 AM here in PR and you
sure made my day very happy. During the day I will call Wicrosoft-Argentina
and tell them of your fix. I will email the Puerto Rico Telephone Co. support
and also mention your name and the fix.
Just another favor. During all those settings tests I did, somehow now I am
missing (availability grayed out) the cut, copy, paste, send page by email,
send link by email and edit. In all, I can't send an internet document using
email. Could you please help me in this other one.

Hi Efrain,

Wonderful. Looks like we have a general fix for people here with that
problem.

For the send to, try going to Control Panel | Default Programs and set
WinMail as default (even if it says it already is) and see if that fixes it.

Steve, I saw your solution to Efrain's problem and thought you might be able
to help me. When I first open Windows Mail
and then click on Send/Receive it works fine. But the next time I click it
gives the message that "some errors occurred
while processing the requested tasks. Please review the list of errors below
for more details". However there are no errors listed below. In short I
have to close Windows Mail and reopen every time I want to send/receive.
 
Hi Steve: Thanks, I found the answer to having back what was grayed out.
Windows Mail>Tools>Options>Programs tab>Set Program access and computer
defaults>Custom>click Internet Explorer and Windows Mail and OK.

Maybe you can help,I turned off the preview pane in Vista windows mailnow my
email attachments will not open with the messages, instead I have to
individually open each one. Newbie here, any help would be appreciated.

That's IE | Tools | Options | Programs, I think, not WInMail, but I'm glad
you got it working.

Go to View | Layout and turn it back on.|
