e-mail configuration

I tried to reply to an e-mail address and can not. I want to add my isp
email and cannot under tools iternet options progams it just has msn and
outlook express what do I do?
 
If you are using Outlook Express, you add the account in Outlook Express,
not Internet Explorer.
