Not sure how this pertains to Terminal Server, but:
Only "Authenticated" users require a Windows CAL when connecting to an IIS hosted website, i.e. you require visitors to authenticate against the Local SAM, Active Directory or Windows NT4 SAM.
Also if users connect to or use other services like file/print, SQL Server, Exchange Server... they need a Windows CAL + application CAL, i.e. SQL Server, Exchange Server
Unlimited Non-Windows Authenticated users can connect to your IIS Server, up to the load your server can handle.
If you know that you are NOT in violation of the EULA, you can disable the License Logging Service.
When in doubt, contact your Microsoft Licensing Representative.
