Dynamic batch resizing of photo images ?

I have a need for a SW tool to scale (=reduce) a large number of
differently sized photo image files so as to fit within a given maximum
pixel size.

Google gave me a fair amount of batch resizing tools, but - as far as I
coluld see - none that could automatically deduce reduction ratio.

Anyone aware of such a tool?
