DVD's Won't Play

I tried to use Windows Media Player play a DVD and a few other DVD players
as well, but the DVD just won't play. I can read all the files on the DVD
and as a CD drive the DVD drive works just fine. Windows Media detects an
error and sends an error report, but that does not help me fix my problem.
WMP is the latest update. I also ran Norton System Works 2006 to fix any
registry problems. I ran the device manager to check for driver updates and
found none.

Any ideas short of a total system rebuild?

Do you have a DVD decoder installed?
Power DVD? InterVideo WinDVD? etc...
