DVD-RW Drive unable to read from CD-RW, HP Pavilion Notebook

when i insert a cd-rw containing backup from my previous OS, and I click on
the drive, I was asked to insert a disc although the CD-RW is in the drive.

anyone with ideas on how to solve this?
