DVD RW "drive is not accessable"

I just installed a NEC ND3540 DVD RW. The drive will read and play DVDs but
when I insert a blank DVD to burn, I get an error message that the drive is
inaccessable.

What is causing this?

And what DVD burning software is being used to burn a blank
DVD?
 
Windows XP will NOT burn DVD's with the software native to the operating
system. You "must" install the software that came with the burner, or
comparable software.
