Are there any free programs that will allow me to watch DVDs across regions,
much like the commercial "DVD Region-Free" ?

then click on "Downloads" then scroll down and click on "Region Free".
Note: I have not used this program, so I can't give you an opinion.
And fooling with the region setting on your DVD player can be risky.
You might inadvertantly make a permanent change in your firmware to a
region other than the one you live in.
