DVD playing issues

I did a fresh install of XP home on a HP N5190 notebook. It has a P3 700 Mhz
processor with 128mb of ram. The dvd rom drive will not play dvd's smoothly,
it is an annoying stuttering problem. When I check the task manager under
proformance tab the CPU usage is pegged at 100%. Could the problem be not
enough memory to handle the processes running and play dvd's at the same
time.

Yes. XP needs a minimum of 256 MB of RAM to run itself smoothly, let alone
run everything else on your system. Your processor needs help, too. 700
Mhz is dog slow for running XP and video. The video card (if it has one) is
also probably causing some grief. The new notebooks on the market for less
than $1000 are incredible and blow your old HP right out of the water.
