How is the DVD unit connected - Primary or Secondary
controller and is it a Master or Slave ?

The IDE controller channel could be in "Drop-Back" PIO
mode. (Performance level reduced by Windows after a #
of Read errors). Check your Event Viewer System log for
any IDE/ATAPI type errors. You system may also need
the appropriate Chipset drivers, which control many of the
sub-system hardware on the motherboard.
There could also be hardware cabling or jumper errors or
the unit itself is defective. Also, the BIOS of the PC may
have incorrect settings for the DVD unit that could factor
into your situation. There are just too many variables to
give you a definitive "fix".
