DVD decoder; "dvdupgrad/detect" cannot be found

Using Media Player 9, I cannot use the video settings to
brighten the picture when I play a DVD. The movie plays,
but the picture is darker than on a regular TV. I
thought "brightening" the picture would make it look
better. But all of the settings immediately "snap" back
to neutral.

After reading Microsoft Knowledge Base Article 306331, I
tried to Run "dvdupgrd/detect" to see what DVD decoder
was installed, if any. Instead of telling me which one,
or none, I get a dialog box that says "Windows cannot
find "dvdupgrd/detect."

Can anyone tell me why I am unable to find or
run "dvdupgrd/detect"; or if that's really the issue in
the first place?

Thank you.

An update: I ran dvdupgrd /detect; I have "WinDVD Lite"
that came with my Gateway Computer. That version of
WinDVD doesn't allow picture optimization.

Do I need to upgrade to a premium version of WinDVD in
order for the video settings to work in Media Player 9?
Is this a "codec" issue?
