I don't think you can make that distinction anymore. At one time, I
could point to Plextor as the absolute best, but all I can
definitively say about them now is that they're very good and
definitely the most expensive.
For burning quality, drives from NEC (ND-3550 or ND-4550), Pioneer
(DVR-111D), BenQ (DW16xx series), and LG (GSA-H10N) are just as good
for considerably less. The only other big deal features that people
might want are the C1/C2/PIE/PIF (error types) reporting, and Jitter
reporting/correction. Error reporting has been implemented by all of
the manufacturers I've listed, and is can be done through Nero's
CD-DVD Speed (available for free even if you don't have Nero). At
present, Jitter correction/reporting is only done by the BenQ DW
series and Plextor's drives.
The only other big deal feature in the past was the ability to handle
raw data recording (for copying protected discs). All of the latest
burners are capable of burning RAW DAO burning. That said, none of
the drives are capable (not even Plextor's) of duplicating the latest
protection schemes (all are able to read them, none are able to burn
them all). Regardless, RAW recording isn't that big a deal anymore.
The Plextor drives are still better than the rest. The thing you have
to decide is whether the price difference is still worth it. The
Plextor drives are anywhere from $40Cdn to $100Cdn more than the
competition's drives (which typically weigh in at $40-$60Cdn) and the
feature/quality gap isn't as big as it once was.

It would be best to check one of the CD/DVD websites, like
www.cdfreaks.com, www.cdrinfo.com, and www.afterdawn.com for reviews
of various models and comments in their forums. CDRinfo.com does very
thorough reviews.
While NECs are reputed to be very good at writing, they seem to be
among the worst at reading marginal DVDs. With their ND-25xx and
ND=35xx drives I had lots of trouble reading scratched disks and even
some unscratched DVD+RW disks that were no problems for other drives,
like the BenQ DQ-60 (a TEAC design, maybe one fo the best for marginal
disks), a BenQ 1640 (1645?), and even a BTC (BTC is nobody's favorite).
