DVD/CD drive not working

I have a toshiba satellite that came vista installed. When I want to change
CD/DVD's the computer won't read the new disk unless I shut down and turn it
back on again. When the CD/DVD is in the drive, the light is on but nothing
happens. Any suggestions? Or is this a Vista problem?
