I have two pioneer DVD drives. Windows XP cannot keep
track of the disks that are in them. When the computer is
first booted, it will recognize what disks are in the dvd
drives. After the first disks are in the drives, it will
not recognize any other disks until the computer is
rebooted. I am very frustrated. Any help would be much
appreciated.

Try Clean your DVD drive with Drive cleaner.
If you still have problem
Check your PC's Power supply, make sure that have enough power to supply all components.
Check Dvdice Manager. If you see any sign.
also update your IDE Controller
also check event viewer Open Event viewer(Start > Programs > Administrative Tools > Event Viewer)
Check any error in there.

then post your PC spec.(Maker, Model, Controller Service pack, Patch, Installed utilities etc)
and Event ID, Source and descriptions from Event viewer.

Have you tried to clean your dvd heads? that might work
but I had a similer problem where I had to restart my
computer just to play my dvd's because it wouldn't read
any of my cd's untill I rebooted my computer, but that
drive just gave out so I had to replase it, and you might
also, but don't know how old your dvd drive is...

If, by Drive Cleaner, you mean those discs with little brushes on the edge;
Most drive manufacturers recommend you do NOT use these; I wouldn't put
those in my drives!
