Microsoft has posted a KB article describing the Hotfix
that fixes this issue, but the Hotfix is not yet
downloadble:

I filed an incident report with MS requesting the Hotfix,
but I haven't received a reply yet. The Hotfix consists of
a new version of atapi.sys (1211) and an addition of a
registry key that allows more than 6 timeout errors on the
drive to occur, before PIO mode is permanently designated.
MS suggests a workaround of reinstalling the IDE channel
driver (which does work, but is annoying). Other websites
have suggested deleting the checksum keys under the IDE
channel in the registry as an alternative to reinstalling
the IDE channel driver.

Interestingly enough, the HP website has a copy of the
Hotfix, but I can't tell if it's specifically for HP
desktops running XP or it's a generic package that will
work with any PC running XP:

Unfortunately the HP Softpaq is a self-installing EXE file
and its not created by Winzip, so there's do way of
pulling the file atapi.sys out manually.

Does anyone have an "official" MS version of the hotfix,
or even just a copy of the i386 atapi.sys (version 1211)
for Windows XP that they could email me? Thanks.

Per the information provided, you need to contact Microsoft Product Support
Services if you are experiencing this issue on Windows XP. I expect that
the fix is only being provided that route.

Here is a way to get the Q817472 patch updated atapi.sys file. It
worked for me with W2K Pro.

Go to the HP support site and search for SP24433 – this link should
work for the W2K patch:

Download the soft patch exe file. You will not be able to run this
file unless by chance you have the correct model HP PC. Use winzip (or
similar) to extract all the files to a temporary directory. The
winzip extract should create a subdirectory with dat files for various
languages. For English US open the us.dat file with winzip and
extract the MS patch file. You should be able to execute this file –
this will update the atapi.sys to the newer version. Don't forget to
also run the atapi.reg registry update file as the patch won't work
without the registry being updated as well.

I uninstalled my primary and secondary controllers in device manager
and rebooted a couple of times. I was disappointed at first as I
still had PIO mode showing. I then selected the PIO Only option in
device manager, rebooted, and then selected DMA if Available and
rebooted again. Finally, I had DMA mode showing.

I hope this may help others with this patch.
