DVD burner not recognized

After my stone age CD/DVD drive finally died. I decided to replace it with a
DVD+RW drive. I plug it all in (it is my only cd drive) my darn computer
wont recognize it existence! It isnt even listed in "my computer"!! It has
power, but nothig else. I stried installing the software 1st. Taht didn't
work then I tried it without the software, still nothing. Someone had
mentioned something about my system BIOS. This is new territory for me...any
help woud be appreciated!!
 
Put the old one back.

Remove it with Device Manager.

Shut down.

Put the new one in, pay attention to the config jumpers
on the back, make sure they're correct. Pay attention
to proper cabling as well - even though it should NOT
be necessary, some optical drives will NOT work with
a std. 40 conductor IDE cable even if the mgfr. says
that's OK, they need a newer 80
wire one (to you so-called hardware gurus - do NOT
argue this point with me, I have had it happen TWICE
now).

Power up, cross your fingers, it *should* be detected.
