OP asked a valid question and used the English language in hopes of finding
help in this (primarily) English newsgroup.
It appears that this user seeks help in their preferred language, which is
their right.
The terms and phrases used in this newsgroup to describe actions and menu
options, etc. for the Microsoft Windows operating system does not translate
correctly at all into the Dutch language which causes confusion with those
whom are not strong in languages other than their own.
An example of confusion can be seen in the following thread:

14, 2007 by R031.
Familiar to you:
Start, Settings, Control Panel, Add or Remove Programs
To the OP that translates to:
Start, Instellingen, Configuratiescherm, Software
Or literally 'Start, Settings, Configuration Screen, Software' to you.
Many users then trip over the 'Add or Remove Programs', because it does not
exist under that name.
It could have been translated directly to
'Toevoegen/Verwijderen van Programma's', but Microsoft chose otherwise.
