No price mentioned and can't find out any details from the site,
because:

You must use AOL, Internet Exploder or Nutscape browsers, because our
brain dead webmaster says so. He doesn't know about the W3C or that
other browsers exist.

I haven't used it BUT it looks like something worth having. Presumably it
works with programs that allow Photoshop plug-ins.

Appears to be true freeware. Works as a stand alone program and a PS
plug-in.

Basic settings are a bit brutal but mask can be tweaked for best results.
