Duron 650 - unreliability problems

I've recently swapped in a Duron 650 to replace a burned-out Duron 750 in an
old-ish computer. Since this, I've been experiencing a lot of unreliability;
random crashes, XP blue screens of death in seemingly random modules -
sometimes the computer won't even boot past the BIOS screen. I'm at a loss,
any ideas?

K7SEM mobo
256MB RAM
250W PSU
GF4 MX 420

(Also, I tried swapping a Duron 1100 in - with that, the computer won't even
so much as power up. Can I assume the processor is dud?)
 
power supply also looks a bit on the low side....250W??? More like 300w+
for a Duron or Athlon running at this speed to be reliable.

Maybe the 1100 Duron didn't boot coz the BIOS won't accept a processor of
over 1000Mhz. Most older boards need a BIOS update for this.

I had already checked before hand.
 
Random errors are generally RAM errors. Run a RAMtest program--I use
tufftest pro myself. Also, is the heatsink/fan put on firmly and silicone
grease put on. all that stuff? DId you properly ground yourself before doing
the surgery? Because anothe rthing that can cause random errors and crashes
is static electricity damage. I went for years withouta wrist strap until I
fried a motherboard swapping out a video card. I was standing on carpet,
feeling invincible and shorted the board.

Check the motherboard capacitors, especially the large ones in
vertical rows to the left of the socket. Look for residue or domed
tops, vented tops, discoloration , etc.

If I had to speculate at this pointit would be that the board is
dying and it killed the Duron 650. Although if the power supply is
low-end like the motherboard it could be an even more likely fault,
but I've seen a ton of those motherboartds dead.
