Dumb question for the day about hard drives

I have two hard drives on my computer and they both have windows Xp
operateing system on them. One is for me and the other is for another user.
So my dumb question, is there a way I can go from one user hard drive to the
other hard drive with out shutting down and disableing my primery hard drive
and then rebooting the computer.
