OK. I checked in Device manager > USB Controllers:
Generic USB Hub
Intel 823801DB/DBM USB Universal Host Controller (3 listed)
USB Root Hub (3 listed)

QUESTION:
Do I presume correctly that I don't have the right hardware to
run USB 2.0 devices at maximum speed?

QUESTION:
This is my desktop machine. I have an ATX tower. What do I
ordere so that I get some USB 2.0 ports on the FRONT of my tower?
I've got a couple of empty bays, and a 3.5 floppy drive. I've heard
of USB and 3.5 floppy combined into one piece for one bay.

What do I order? Thanks.

ES! The controller needs to have "enhanced" in the description.

Also, please keep all posts/answers as part of the original posted question.

Do not break it up. It can become confusing if we do not see the "complete"

If you have an intel 823801 then go to intel web site,downloads,chip set,chip
set installation utility,download,R.click the IE task bar that will apear
when try-
ing to download the utility,select download file.Once on
desktop,R.click,open,it
install auto.After the reboot,reopen device mgr,R.click any or all of system
devices and usb,R.click one,select update drivers,automatically,then move
 
You may need to order a new computer/motherboard in order to get USB 2.0
support, if not supported by hardware..
You need to id the chipset on the motherboard with a little free app named
WCPUID..Download it here as wcpu330.exe and install, click it..Use it to ID
your chipset and motherboard, CPU, etc..

You don't have USB 2.0 drivers installed that's for sure.. If you did it
would read
"Intel(R) 823801DB/DBM USB 2.0 Enhanced Host Controller -24cd" or similar..

The OP certainly does *not* have to order a new motherboard to get a
front panel USB 2.0 connection. A USB 2.0 PCI card and a front panel
controller will work well and be inexpensive. Here's a Koutech combo
PCI card and front panel from NewEgg (very reliable company) for only
$42usd:

Even if the OP doesn't want to order from NewEgg, that will give him/her
a good starting place to look.
