Do you have 2 genuine physical processors, or one procesor with
hyperthreading enabled ?
Where are you seeing 2 different speeds and what speeds are being reported ?
Are the 2 speeds the same on reboot, but one drops after a while ?
Normally windows wouldn't boot if there are 2 physical processors, running
at different speeds.
