dual processor VS cluster

Hello, I'm looking for a server machine for my ERP. The especifications says
dual processor with RAID 0+1, but I'm thinking to change to SAN storage and
two server in a cluster. I have some questions:

-How many SQLServer licenses (25 client license) I need for a active-active
load balancing SQLServer cluster?
 
active-active doesnt really work like that (not in a load balancing
capacity)...

You might want to cluster the DB backend with the SAN in an active passive
config, and have loadbalanced frontend app/web servers... I do that all the
time, and it works marvelously.
